This Special Plan constitutes the revision of the 1989 PEPRI, fully justified by the changes that have occurred in its protection regime and in the delimitations of its areas: from a Historical Complex with monuments contained therein to a Monument with a unique protection environment.

For this reason, and also due to the current legal framework, it is necessary to review and adapt numerous aspects, from the proposal of infrastructures, services, provisions, equipment, etc., in accordance with new needs, to the implementation of activities of public interest in lands that have the non-developable land regime; from the establishment of measures aimed at the conservation, protection and improvement of the urban environment and the heritage that bears urban, historical or cultural values, to the proposal of public use for the Dehesa Park under the appropriate coordination between the Board of Trustees of the Alhambra and Generalife, the Granada City Council and the Ministry of the Environment; from the detailed planning of urban areas subject to actions or operations integrated into interior reform for their renewal, improvement, rehabilitation or filling, to the protection and improvement of landscape and physical-environmental values.

Este Plan Especial constituye la revisión del PEPRI de 1989, plenamente justificada por los cambios que se han producido en su régimen de protección y en las delimitaciones de sus ámbitos: de Conjunto Histórico con monumentos contenidos en el mismo a Monumento con singular entorno de protección.

Por ello, y asimismo por el actual marco legal, resulta necesario revisar y adaptar numerosos aspectos, desde la propuesta de infraestructuras, servicios, dotaciones, equipamientos, etc., con arreglo a las nuevas necesidades, hasta la implantación de actividades de interés público en terrenos que tengan el régimen del suelo no urbanizable; desde el establecimiento de medidas orientadas a la conservación, protección y mejora del medio urbano y del patrimonio portador de los valores urbanísticos, históricos o culturales, hasta la propuesta de uso público para el Parque de la Dehesa bajo la adecuada coordinación entre el Patronato de la Alhambra y Generalife, el Ayuntamiento de Granada y la Consejería de Medio Ambiente; desde la ordenación detallada de las áreas urbanas sujetas a actuaciones u operaciones integradas en reforma interior para la renovación, mejora, rehabilitación o colmatación de las mismas, hasta la protección y mejora de los valores paisajísticos y físico-ambientales.
